A planned training camp by the Cardiff Swimming Club due to have started today has also been cancelled.
One of the swimmers making the trip to Malta would have been 18-year-old David Davies, the current European 1,500m junior champion, also voted last year as the most promising continental swimmer.
Meanwhile, a group of 18 young swimmers from the Neptunes and Sliema clubs will be travelling to Germany this week for a three-day international meeting in Berlin.
Accompanying the group will be coaches Gail Rizzo, of Neptunes, and Sliema's Anita Mercieca Bons along with other officials and parents.
Races will be held between Friday and Sunday.
The meet, which attracts hundreds of swimmers and offers significant bonuses in prize-money according to performance, is organised by SSC Berlin-Reinickendorf.
Besides hosts Germany, the other swimmers will hail from Belgium, Czech Republic, Lithuania, Malta, Norway, Poland, Slovenia and Switzerland.
