Where was the ambulance when needed?

I decided to go along to the Centenary Football Stadium, to watch some local soccer.
In the match that was in action when I arrived, during the final couple of minutes, the referee had awarded a penalty to one of the teams and, I suppose due to the match being an important one, one of the team's management personnel suddenly collapsed at the side of the team dug-out. What the exact cause was, I do not know, but what I do know is this: There was no ambulance on site to take the person to hospital. He was left wrapped in a blanket for the best part of 20 minutes before any trained medical person (by this I mean from the hospital) turned up.
During this time it had started to rain and the person was placed at the side of one of the team dug-outs. Then two persons were seen walking across the pitch, with a gurney, but again no sign of an ambulance. The person was placed on the gurney and wheeled off the pitch to what I suppose would be the place where the ambulance was parked.
Surely an ambulance with medical team should be available at all sports matches, not have to send for one to come. Could someone from either the MFA or the stadium management please advise on this? Is this the normal position?
Also in such a modern-ish type stadium, besides an ambulance being present with trained crew, there would be a room/clinic available for any injured person to be taken to for the injury to be assessed and from where any person could be placed in the ambulance and whisked away to the hospital.
