‘Zero tolerance for racism,’ says Buttigieg as new anti-racism plan launched

Five-year national strategy aims to combat hate speech, promote inclusion and strengthen social cohesion

Malta must have “zero tolerance” for racism, Parliamentary Secretary for Equality Rebecca Buttigieg said on Thursday as the second National Action Plan Against Racism was launched.

“As a society that values equality and inclusivity, Malta must have zero tolerance for racism, as it goes against human dignity and fundamental human rights,” Buttigieg said.

The plan, which runs until 2030, outlines a series of measures under 10 key objectives, including combating hate speech and racially motivated hate crimes.

It was unveiled during a conference on migration and integration, part of an EU-funded project supporting initiatives that promote inclusion.

Buttigieg said the ultimate goal is social cohesion within communities — free from discrimination and built on mutual respect. She added that prejudices which create barriers of division must be eliminated. The plan complements the national integration strategy announced earlier this year.

The initiative also supports the implementation of the Labour Migration Policy, through the I Belong Pre-Departure Integration Programme, which is being strengthened to provide language and cultural education about Malta to people before they arrive.

Minister for European Funds Stefan Zrinzo Azzopardi highlighted the importance of EU funding in promoting inclusion and equality.

“Through projects such as SPRING, funded by the Asylum, Migration and Integration Fund (AMIF) with an investment exceeding €5.6 million, we are ensuring that EU resources are used efficiently to place people at the centre of our policy. These funds are not merely financial instruments but tools that strengthen human rights, promote social justice, and help us build a more inclusive society,” Zrinzo Azzopardi said.
