Malta played a very important role in the setting up of the UN Framework Convention on Climate Change (UNFCCC) and became signatory to the convention as non-Annex I country in 1994. As required by Article 12 of the convention, Malta embarked on a project to prepare its First National Communication (FNC) in March 2001.
The project is funded by the Global Environment Facility (GEF) through UNDP and is being conducted by the Department of Physics, University of Malta, in collaboration with the Ministry for Rural Affairs and the Environment. The project is currently directed by MEPA director general Dr Godwin Cassar.
In addition to Dr Charles V. Sammut (national project manager) and Dr Alfred Micallef (national expert), about thirty consultants contributed to the project, which now culminates in the draft of the FNC. Details are available at: www.um.edu.mt/noticeboard/fnc.pdf.
