Question Time recently asked what is the point of having a watchdog.

Though that question was in relation to the Commissioner for Voluntary Organisations and the fact that it “cannot operate effectively”, the same could apply to any number of purported “watchdogs”, such as the Malta Competition and Consumer Affairs Authority and even the Ombudsman.

If they cannot provide redress or effective and practical assistance, what is the point of having them?
