Finance minister gives a breakdown of purchase values

The median price of property purchased by buyers aged between 18 and 40 has risen from €163,560 in 2020 to €237,749 in 2025, according to figures tabled in parliament.

The data was provided by Finance Minister Clyde Caruana after a parliamentary question by Nationalist MP Ivan Bartolo.

Bartolo asked how many people under the age of 40 bought their own property or bought it with someone else. He also asked about the median purchase price between 2020 and 2025.

Caruana said the median property price for buyers aged between 18 and 40 stood at €163,560 in 2020.

The price increased each year, reaching €237,749 by 2025.

The minister also shared figures showing how many young buyers purchased property on their own.

The lowest number of solo buyers in that age range and in the past five years was recorded in 2020, when 3,256 people bought a property on their own. The highest number was registered in 2021, with 4,383 people buying on their own.

In 2025, 3,567 people bought property on their own.

Caruana also provided figures for buyers who purchased property jointly with someone else.

In 2025, there were 5,804 joint purchases.

The highest number of joint purchases was recorded in 2021, with 6,797 transactions. The lowest number was recorded in 2024, when 5,010 joint purchases were registered.

A KPMG study recently found that a young couple in their late 20s earning the minimum wage, with a joint income of €23,000, could only afford 2.2 per cent of properties on the market in 2025.

This marked a sharp drop from the 5.7 per cent recorded in 2024.

Participants in the study raised similar concerns about rising property prices, noting that many buyers have become increasingly reliant on financial support from their parents to purchase a home.

Data compiled by the Central Bank of Malta also showed that loan values among younger buyers had risen sharply in recent years.

According to the data, the median value of loans taken out by borrowers aged between 18 and 25 increased by more than €53,000 over three years. In 2021, the median loan used by young buyers to finance a property purchase stood at €162,900.

By 2024, the median loan value for that age group had risen by more than 32 per cent to €216,000.

Apartments and penthouses remain the most common types of property purchased by buyers aged between 18 and 25 and those aged between 25 and 35.

The government has introduced several initiatives aimed at easing the burden of rising property prices. These include grants for first-time buyers and an equity-sharing scheme through which the government jointly funds the purchase of a property.
