The Spurs earned £11.17 million from the transfers of players to other clubs. Last year, they forked out £40 million, the sum being the third highest overall.
This season, all clubs in the English top-flight competition increased their spending on transfers since the Premiership will distribute a considerable amount of money by the end of the season.
In the statistics for transfers, Chelsea, having been on top for a while, have now dropped to fifth place after a total outlay of £46.05m.
Mark Hughes is doing a superb job at Blackburn considering he has spent just £4.85m and recouped £1.8m.
Only five of the top ten clubs in the previous spenders' list are still in the top half of the cash classification.
These are: Chelsea, Tottenham, Liverpool, Arsenal and Manchester United. The fallers have been replaced by Manchester City, Sunderland, Middlesbrough, Port-smouth and Fulham.
